Picnic or event?
In a City of Sydney park, a birthday or picnic needs no booking as long as nothing is brought in. Hired furniture, equipment, a marquee or a jumping castle is infrastructure, and the council may class the party as an outdoor event that needs approval (City of Sydney). Barbecues and playgrounds cannot be reserved.
Sydney weather
Sydney's rain is spread through the year. The long record at Observatory Hill averages 9.9 rain days in March and about 7 in late winter and early spring, so a marquee or a wet weather plan is worth pricing in any season (BoM).
Other Sydney councils
Greater Sydney is split between many councils, and each sets its own rules for parks and reserves. Check the council for the park you have in mind, or hire for a backyard or a function room, where the park rules do not apply.
